New paper from Slovenian Evaluation Society: “CAF – Excellence Shorthanded”. CAF (Common Assessment Framework) is self-assessment tool for organisations in public sector in EU, which promotes itself as an universaly applicable. Results of our comparative assessment suggest less enthustic approach based on deeper undestanding of the complex functioning of public organisations.
Abstract: Quality of public organisation’s performance is assessed either externally (citizens’ or users’ perspective) or internally, from employees themselves. Here we focus on internal evaluation of organisation in public administration. Common Assesment Framework (CAF) is widely used self-evaluation model in Europe, often refered to as generic self-assessment tool. It is derived from EFQM, originally developed for the needs of selfassessment in private sector organisations. Its adaptation to public administration is raising several methodological and theoretical concerns. Assessment logic of private sector’s evaluation, which is outcome oriented, has been imposed to public administration organisatios, which are process oriented. Although CAF stresses the importance of processes, their assessment is methodlogically not consistently carried out. Article develops upgraded version of CAF, not abandoning the standard version and its findings but only reorganising and synthesising them consistently. Obtained results are structured on the meso level of organisational processes as a precondition for proper evaluation and consistent management of public administration organisations.
